Europe experienced widespread relief on Monday, as the crisis caused by the announcement of a new 28-point plan for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Significant resources is expended on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capacity afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to engage hostile guided weapons flew past – sophisticated military planes delivered to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a advanced protection mechanism at work, most likely provided by allied countries. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: possibly the approaching threat won't hit its mark this time, preventing destruction from ruin and another blackout.
Continuous Dangers
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – most likely allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.
With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. US administration functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to surrender the areas that it presently holds in Ukraine's south or east.
The issue is that while accepting these circumstances, Washington does nothing to deter Moscow, through statements or actions, from believing that the current condition will not change more in its favour in the months ahead.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a entire defensive failure until conditions improve in its benefit.
Existing Situation
Factually, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: political desires to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after latest incidents, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all achieved their purpose.
While new plans based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
